DescriptionThe enclosed plan has long been the subject of his thoughts as he foresaw the tempest, had sounded some of the American agents on the practicability of such a mode of Government eleven years ago and believes it would still be received with cordial sincerity, assures his Lordship he is no less actuated by the Amor Patriae, than by the concern he is under for his West Indian property which suffers from loss of the American markets
